We like population, but only if it is appropriate for pumping as many troops as possible. For example, we don't want a Level 20 Embassy in a village - it serves no purpose (unless you're the founder of an Ally).

If anyone mentions CPs, then please drop the Ally whilst I Catapult you into the stone age.
